ZANZIBAR ENERGY OUTLOOK · RESEARCHED 18 SEPTEMBER 2026
Real projects. New capacity. Room for private investment.
Solar construction, storage investment and a government-backed project pipeline are bringing Zanzibar’s energy transition into focus.
For investors, the opportunity extends from generating electricity to supplying technology, developing commercial solar systems and operating energy assets. Explore the projects shaping the market, then discuss where your expertise or capital could fit.
SITE WORKS REPORTED · SEPTEMBER 2026
Bambi solar park
40 MWp
Planned total capacity reported by YEO. Its update describes site and installation work with REY Energy on a first phase of 20 MWp DC / 15 MW AC, using solar trackers.
The government’s 2026/27 budget identifies Generation Capital Ltd with the Bambi project and reports 30 MW. These are differently stated capacities and phases; they are not added together here.
Company construction update; full commissioning has not been confirmed in the sources reviewed.
The ministry reports a solar and battery project through ElecMech (spelled “Eleckmeck” in the budget), with implementation started and a December 2026 completion target.
A stated target, not confirmation that the plant is operational. MW describes power; MWh describes stored energy.
These are independently reported market developments, not projects offered for sale by Arrow or partnerships with the companies named.
THE NEXT WAVE OF INVESTMENT
Private capital is part of the plan.

OFFICIAL INVESTMENT PROFILE · CONCEPT STAGE
ZIPA’s energy pipeline
ZIPA’s 2026 profile promotes offshore wind development and private participation in electricity transmission, distribution and supply improvements. Each is listed at an indicative US$150 million and remains at concept stage.
These are starting points for engagement with ZIPA and the relevant authorities; current availability, feasibility and procurement arrangements must be established.
The Tanzania–Global Clean Power Alliance action plan covers mainland Tanzania and Zanzibar. It supports renewable-energy PPP tender frameworks, private finance mobilisation and preparation of a pilot renewable-generation project in Zanzibar.
This is evidence of work to attract and prepare private investment, rather than an open tender or automatic funding entitlement.
Our perspective: this combination of implementation activity and project preparation makes Zanzibar a market worth exploring for solar developers, technology partners and long-term infrastructure investors.

The World Bank announced this package for the Zanzibar Energy Sector Transformation and Access Project (ZESTA). It supports renewable generation and storage, grid modernisation, electricity access and institutional capacity.
The announced scope includes public solar generation and battery infrastructure, alongside grid improvements intended to enable more renewable energy. The Bank identifies these investments as a foundation for future private-sector participation.
This is the original financing package, not a newly announced allocation or a grant pool available to investors on this portal. Approval does not mean that all funds have been disbursed or all infrastructure completed.

WHY EXPLORE SOLAR IN ZANZIBAR?
Connect capital with practical energy needs.
Our investment perspective: the wider project pipeline provides context for exploring commercial energy projects. The following are potential business cases to assess, not confirmed tenders or promised returns.
01
Energy for operating businesses
Hotels, commercial buildings and other daytime users can assess on-site solar against their actual electricity consumption and costs.
02
Storage and continuity
Solar paired with appropriately designed storage can support selected loads and resilience. Economics depend on backup requirements and system sizing.
03
A developing energy system
Grid upgrades and renewable integration create a reason to investigate future generation, engineering and equipment opportunities through the relevant official channels.
04
Long-term service demand
Installed assets need monitoring, maintenance and technical skills. Investors can explore service businesses alongside ownership of energy assets.
From an attractive market to an investable project
A credible proposal needs a defined site and land rights, measured demand or an identified buyer, technical yield estimates, applicable approvals, a connection assessment, delivery costs and an operating plan. Tariffs, contracts, financing and currency exposure must be assessed for the specific project.
