Build your Zanzibar permit roadmap.

See the approval categories that may apply to your project.

Select your project type for an initial roadmap, then confirm it against your ownership, location, scale and intended activity. A suggested category is not a determination that a permit is required or that the project qualifies.

START HERE

What you need

  • Project type, intended activities and ownership.
  • Location, existing land rights and proposed construction or alterations.
  • Current approvals, operating status and intended opening sequence.
  • Foreign personnel, technical installations and environmental considerations.

REGULATORY · VERIFY BEFORE SUBMISSION

ZEMA determines the environmental route

Register the project for screening. Depending on impact, ZEMA may require an Environmental Report, ESIA or another applicable route. Use a ZEMA-recognised expert where required: scope and terms of reference, study/report, stakeholder and site review, authority decision, conditions and monitoring. The selector below does not make this determination.

Separate approvals and ongoing obligations

The Certificate of Investment does not replace every operational permission. Under the 2025 Regulations, approved investors must obtain an Investment Service License annually. Keep applicable inspections, licence conditions and renewals on the project calendar.

A CLEAR SEQUENCE

The process

Our coordination workflow is tailored to your project. Steps can run in parallel where appropriate; authority decisions and project dependencies govern the sequence.

  1. Define the project

Confirm activities, site, scale, ownership and any existing approvals.

  2. Map authorities & dependencies

Assign a responsible person and establish which decisions must precede later submissions.

  3. Prepare & submit

Assemble the current authority-specific documents; track submission references and clarification requests.

  4. Review decisions & conditions

Check the scope of each approval and outstanding conditions before beginning the corresponding activity.

  5. Maintain compliance

Track inspections, operating requirements, expiry dates, changes and renewals.
